Definitions:
Divi Library: It can be accessed from WordPress Dashboard → Divi → Divi Library. All the elements saved in Divi Library are available to be imported only on the Divi Website that contains them
Divi Cloud: Cloud Storage for your Divi elements. The Elements saved to Divi Cloud can be accessed from any Divi website connected to the same Divi Cloud account.
Divi Elements: Page Layout, Section, Row, Module, or Code Snippets.
Before the release of Divi Cloud, you could have saved different types of elements locally to your Divi Library. Those elements would have been accessible only on the Divi website, where they were created or imported into the Divi Library.
Export Divi Library to Divi Cloud
Go to WordPress Dashboard → Divi → Divi Library
Click on the Import & Export button (at the top)
Click on the Export To Divi Cloud button
Confirm the export process by clicking on the Save To Divi Cloud button
After the export process is done, all the locally saved items will be imported to your Divi Cloud account, and you can access them from any Divi website connected to the same Divi Cloud account.
Note: You can also select which Divi Library items you want to export to Divi Cloud by checking the checkbox next to each item.
